Motion by McCartney, seconded by Gibbs, to appoint Gary Bowden as Chairman of the Board of Supervisors.  Ayes:  Gibbs, McCartney, Bowden
 
Motion by Gibbs, seconded by Bowden, to appoint Ron McCartney as Vice-chairman of the Board of Supervisors.  Ayes:  Gibbs, McCartney, Bowden
 
Motion by McCartney, seconded by Gibbs, to make the following appointments of Supervisors to various boards:

Motion by McCartney, seconded by Gibbs, to set the county mileage reimbursement rate at $.39/mile for the year 2012.  Ayes:  Gibbs, McCartney, Bowden
 
Motion by McCartney, seconded by Gibbs, to approve the claims for payment as presented.  Ayes:  Gibbs, McCartney, Bowden
 
Motion by Gibbs, seconded by McCartney, to adopt resolution #1-2012 regarding the master matrix participation program.  Ayes:  Gibbs, McCartney, Bowden 

RESOLUTION # 1-2012

CONSTRUCTION EVALUATION RESOLUTION

WHEREAS, Iowa Code section 459.304(3) sets out the procedure if a board of supervisors wishes to adopt a “construction evaluation resolution” relating to the construction of a confinement feeding operation structure; and
 
WHEREAS, only counties that have adopted a construction evaluation resolution can submit to the Department of Natural Resources (DNR) an adopted recommendation to approve or disapprove a construction permit application regarding a proposed confinement feeding operation structure; and
 
WHEREAS, only counties that have adopted a construction evaluation resolution and submitted an adopted recommendation may contest the DNR’s decision regarding a specific application; and
 
WHEREAS,  by adopting a construction evaluation resolution the board of supervisors agrees to evaluate every construction permit application for a proposed confinement feeding operation structure received by the board of supervisors between February 1, 2012 and January 31, 2013 and submit an adopted recommendation regarding that application to the DNR; and
 
WHEREAS,  the board of supervisors must conduct an evaluation of every construction permit application using the master matrix created in Iowa Code section 459.305, but the board’s recommendation to the DNR may be based on the final score on the master matrix or may be based on reasons other than the final score on the master matrix;
 
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF CLAYTON COUNTY that the Board of Supervisors hereby adopts this construction evaluation resolution pursuant to Iowa Code section 459.304(3). 
 
Motion by McCartney, seconded by Gibbs, to approve resolution #2-2012 regarding determining number of deputies, assistants and clerks of the elected offices.  Ayes:  Gibbs, Bowden, McCartney

RESOLUTION # 2-2012

RE:  Determining number of deputies, assistants and clerks of the elected offices
 
Whereas, in accordance with Chapter 331.903.1 of the Iowa Code the Board of Supervisors is to determine the number of deputies, assistants and clerks of the elected offices and upon appointment by the elected officer approve the appointment of deputies, assistants and clerks,
 
THEREFORE BE IT RESOLVED by the Board of Supervisors of Clayton County, Iowa, that the following determination is made regarding the number of deputies, assistants and clerks of the elected offices:

The Board reviewed an application form for county residents who are interested in serving on various county boards and commissions whose member are appointed by the Board of Supervisors.  The purpose of the form is to solicit volunteers with necessary skills to perform the duties of the boards or commissions and to attempt to comply with state law regarding gender balance on those boards and commissions.  The form will be displayed on the county website.
 
Motion by McCartney, seconded by Bowden, to authorize Larry Gibbs (the Board Chairman of record at the time of grant award) to execute a contract with the Iowa Development Board for a grant to establish a Turkey River Watershed Authority for mitigation of future flood damage.  Ayes:  Gibbs, McCartney, Bowden
 
Motion by Gibbs, seconded by McCartney, to make the following proclamation regarding mentoring as requested by Substance Abuse Services for Clayton County.  Ayes:  Gibbs, Bowden, McCartney
 
PROCLAMATION:
NATIONAL MENTORING MONTH- JANUARY 2012
 
WHEREAS, studies show that mentoring is a highly effective strategy for preventing several key problems that young people face, including school violence, drug abuse, and school drop outs; and

WHEREAS,  mentors are a highly valued source of friendship to the youth in our county; and
 
WHEREAS, more mentors are needed to become a caring friend for youth;
 
NOW, THEREFORE, We, The Clayton County Board of supervisors do hereby proclaim that January 2012 is National Mentoring Month in our county.  As public officials, we also call upon all citizens, parents, governmental agencies, public and private institutions, churches, businesses, and schools in our county to join us in raising awareness of mentoring in its various forms, helping to recruit individuals to mentor or be a friend to youth, and to support the rapid growth of mentoring in Clayton County.  
 
Motion by McCartney, seconded by Gibbs, to approve the minutes of December 14, 21 and 28, 2011, and January 5, 2012.  Ayes:  Gibbs, Bowden, McCartney
