Meeting of the Board of Supervisors at their office, 200 E. Bridge St, Elkader, IA. Present: Robert Walke, Neil Meyer, Larry Gibbs
Motion by Walke, seconded by Meyer, to appoint Becky Speilbauer to the Planning & Zoning Commission to fill the expired term of Claudine Yearous. Ayes: Walke, Meyer, Gibbs
Motion by Meyer, seconded by Walke, to appoint Roger Mohning to the Board of Health to fill term of Deborah Tidwell whose term expires 12-31-06.
Bill Burke was present to discuss developments of Diamond Eagle Village and supply documentation of infrastructure costs. The documentation of the LMI factor was also discussed and the County Auditor will conduct a survey of residents. Bill Burke asked about amending the development agreement.
Kathy Koether was present to discuss recent appointments to the Planning & Zoning Commission. She requested the reasons why the Board of Supervisors did not reappoint her. The reasons given by the Board of Supervisors were 1) that it is the prerogative of the Board of Supervisors to appoint who they want to and 2) get more people involved throughout the county. Kathy Koether expressed her response as 1) were there other people willing to serve? 2) She is willing to serve and does large amounts of homework prior to the meetings; 3) No one who was willing to serve since 1990 on the Planning & Zoning Commission has not been reappointed; 4) the past history of decisions made; 5) she won’t be able to continue with changes needed to zoning ordinance, flood plain ordinance and subdivision regulation ordinance; 6) the lack of knowledge that new individuals appointed to the Planning & Zoning Commission; 7) the legality or illegality of actions of the Planning & Zoning Commission in the past; 8) the term of office was contained in the ordinance publication in appendix A, B, C, and D and thus no terms are expired.. The Board of Supervisors thanked her for her years of service on the Planning and Zoning Commission.
Tom Barnes, Cresco Building Service, updated the Board on the progress of the Clayton County Law Enforcement Center construction and discussed added value changes dealing with the well and sanitary sewer lines. The Board approved the added value changes and was glad to hear the project is within budget and progressing on schedule.
