Meeting of the Board of Supervisors at their office, 200 E. Bridge, Elkader, IA

Present:  Larry Gibbs, Wayne Bockenstedt   Absent:  Randy Keehner

 

The board approved claims for payment.

 

Motion by Gibbs, seconded by Bockenstedt, to approve renewal of the liquor license of Brainard’s Country Change.  Ayes:  Gibbs, Bockenstedt

 

The board held a public hearing regarding a zoning change from A-1 to M-2 to be able to mine sand.  The request is from C J Moyna & Sons.  The haul road would be relocated to not come out across from a residence.  Melissa Wilke was present as an adjacent land owner and had no objections to the rezoning.  Motion by Gibbs, seconded by Bockenstedt, to approve the first reading of the rezoning request of CJ Moyna & Sons from A-1 to M-2.

 

Motion by Gibbs, seconded by Bockenstedt, to authorize the Chairman to sign the third amendment to the Northeast Iowa Law Enforcement Aid Agreement.  Ayes:  Gibbs, Bockenstedt

 

A public hearing was conducted to hear comments and objections on a confinement feeding operation of Tyler Payne in Section 33 of Lodomillo Township. Tyler Payne, Becky Sexton with Twin Lakes Environmental Services, LLC, and Larry Stone.  Larry Stone voiced the following questions and concerns:

  1. Are their any sinkholes (karst topography) in close proximity of the site?

  2. Regarding manure management he was concerned about runoff into Bear Creek.

  3. The site is 2 miles from the City of Edgewood which he is concerned about air pollution (ammonia) causing asthma in children.

  4. He believes the application meets the state’s guidelines but wants tighter rules in the guidelines.  The Board of Supervisors and the County Sanitarian believe that the master matrix was properly scored.

The County Auditor certified the salary percentages of deputies of Peggy Lane and Jennifer Garms at 63 ½ % effective on the March payroll.

 

Motion by Gibbs, seconded by Bockenstedt, to authorize the Chairman to sign a lease agreement with DHS for space in the County Office Building.  Ayes:  Gibbs, Bockenstedt

 

Kerry Ehrts, IGHCP, came in to discuss the insurance ruling regarding health insurance coverage administration.  The county will have to reimburse the employees for the difference in insurance coverage from June 1, 2007, due to a grievance filed by the unions and the appeal by the county was lost.

 

The board received a member refund check for $12,526.28 from ICAP for its liability and property coverage.

 

Motion by Gibbs, seconded by Bockenstedt, to authorize the Chairman to sign an agreement for reimbursement of resurfacing the Garber Rd inside the city limits of Guttenberg.   Ayes:  Gibbs, Bockenstedt

 

Nancy Yelden, VNA, made a presentation regarding a need for a supplemental appropriation of $8,500 for the VNA programs for fiscal year ending June 30, 2008.

 

Motion by Gibbs, seconded by Bockenstedt, to approve the minutes of March 5, 10 and 19, 2008.  Ayes:  Gibbs, Bockenstedt
