Meeting of the Board of
Supervisors at their office, 200 E. Bridge St, Elkader, IA
Present: Wayne Bockenstedt, Randy Keehner Absent: Larry Gibbs
Motion by Bockenstedt, seconded by Keehner, to freeze all hirings in all
county departments until further notice. Ayes: Bockenstedt, Keehner
Rafe Koopman and Smokey Doyle, representative from Bruening Rock
Products, discussed Sand Pit Road (from County Office Building past the
rock formation called Lovers Leap). The road is one lane on a curve
blocking visibility of oncoming vehicles from the opposite direction.
They want to cut the rock formation back to allow two lanes. Tim
Engelhardt, County Conservation Director, Harold and Deanne Krambeer
were present and questioned the environmental impact of the project upon
the historic site. A warning system was suggested in lieu of cutting the
rock back. Tim Engelhardt expressed that Lovers Leap contains a native
prairie and a part of the visioning plan for the City of Elkader. The
board will view the site on July 22, 2009, at noon.
Motion by Bockenstedt, seconded by Keehner, to authorize the chairman to
sign a housing enterprise zone program agreement with Winnmart LC. Ayes:

Motion by Bockenstedt, seconded by Keehner, to authorize the chairman to
sign the contract and bond for project BRS-CO22(56)—60-22 bridge
replacement over South Cedar Creek. Ayes: Bockenstedt, Keehner
