Meeting of the Board of
Supervisors at their office, 200 E. Bridge St, Elkader, IA
Present: Larry Gibbs, Wayne Bockenstedt, Randy Keehner
Dave Gibney, NRCS representative, met with the board regarding an
“option agreement to purchase” and convey an EWPP-FPE easement of the
“sale barn bottom” from the county to the United States of America. The
easement would limit the use of the property and restrict improvements
to the land.
Motion by Bockenstedt, seconded by Gibbs, to approve addendum # 1-2009
to the 2009 version of the employee handbook.

Effective 11/04/09
Fringe benefits, such as paid time off and insurance, apply to full-time
employees only. Some part-time employees have been receiving some
pro-rated benefits and will continue to receive those benefits as
described below. Those employees are listed below. No other part-time
employees (current or future) will be eligible for insurance coverage.
If the part-time employee is scheduled to work 500 to 1000 hours per
year, he/she is eligible for pro-rated (1/3rd of full time schedule)
sick leave and vacation.
If the part-time employee is scheduled to work 1000 – 1500 hours per
year, he/she may select either pro-rated (2/3rd of full time schedule)
sick leave and vacation OR County paid single insurance coverage.

Proposals for architectural services were received from Gardner
Architecture, Strawberry Point, and AHTS architects, Waterloo, for
renovation and expansion for RISE, LTD of their adult day program. The
proposals were reviewed by Larry Leliefeld, UERPC; Ed Josten, RISE, LTD;
and the board of supervisors. Motion by Gibbs, seconded by Bockenstedt,
to procure the architectural services of Gardner Architecture,
Strawberry Point, for the RISE, LTD renovation and expansion project.

Motion by Bockenstedt, seconded by Gibbs, to suspend the property taxes
of Marvin Buchheit, Monona, for the collection year ending June 30,
2010. Ayes:
